I've had good luck with a Github and Zenhub combination. In my experience, it's a lightweight combo that removes many GH project inefficiencies, without adding unnecessary administrative overhead.
Also, the combo allows developers to work in GH, without having to add another tool to their workflow. At the same time, Zenhub abstracts away some detail PMs may find unnecessary. Zenhub also provides some nice streamlined reporting overlays.
